The Association of Certified Sanctions Specialists Dubai Chapter (ACSS) and Covington & Burling invite you to an in-person discussion and networking event on 20 November 2025 at the Lana in Dubai.

The discussion will feature insights from Lanny Breuer, Vice Chair of Covington and former Assistant Attorney General for the Criminal Division of the U.S. Department of Justice, Ben Haley, who leads Covington’s compliance and investigation practice in the Middle East and Africa, and Noam Kutler, a senior member of Covington’s White Collar practice with extensive experience representing international companies in cross-border enforcement matters.
The session will cover emerging U.S. enforcement trends, including:

  • The alignment of enforcement priorities with U.S. foreign policy and national security interests
  • Increased focus on sanctions and export controls, i.e., sanctions as “the new FCPA”
  • Targeting cartels and transnational criminal organizations, and increased risks under the U.S. anti-terrorism laws
  • Significant changes to DOJ’s Corporate Enforcement Policy

Any ACSS member is welcome to attend for free, but registration is required.

Non-ACSS members can apply to attend, and are subject to approval by the host. Please note that lawyers from law firms who are NOT ACSS members will not be permitted to attend.
